Functions:
Assisting the Dean in formulating a general strategy for Graduate Programs and organizing the implementation of these programs in accordance with the training regulations issued by the state, Ministry of Education and Training, and Ministry of Health.

Specific tasks:
1. Coordinating the update and improvement of traditional programs such as Master of Public Health (MPH) and First Degree of Specialization in Public Health (CK 1) (including regular full-time, in-service, and on-site training).

2. Coordinating the organisation and design of new programs (including required administrative formalities such as registration for training codes, training targets and norms, enrolment, etc…) such as Public Health doctorates, specialised Master degrees (for example, Hospital management, Epidemiology, etc.), Second Degree of Public health specialist, and specialised PhD in Public Health (in the future).

3. Determining annual Graduate Training targets (as required by the Ministry of Health) based on real-life needs and the school’s development strategies; working with other departments to prepare facilities and manpower for enrolment of new students and quality control of this process.

4. Formulating the quality assurance and management system for graduate studies based on  the current regulations of Ministry of Education and Training and aimed at integrating with international standards of continuity and accreditation (with the collaboration of Dept. of Under-graduate Programs and Dept. of Political Education and Student Affairs).

5. Conducting specific training quality management activities:
5.1. Coordinate the training materials design, translation of reference materials, foreign textbooks, printing to build up a bookshelf of post-graduate studies for learners, lecturers and other advanced-readers (in cooperation with specialised academic departments and library)
5.2. Monitor and assess learners’ performance
5.3. Monitor and assess lecturers’ performance
5.4. Monitor the quality and progress of learners’ field study projects or scientific research for dissertation
5.5. Cooperate closely with field sites, explore and expand network of field sites for practice to meet the current and future higher education demand,
5.6. Prepare facilities and human resource with other functional departments to organize graduate examination and thesis defenses.
5.7. Review and assess different training programs; conduct research on training to improve the quality if necessary.
5.8. Consult the School Leadership on training quality management.

6. Organizing and coordinating the managerial works in concern with graduate training:
6.1. Archive and manage documents and papers related to graduate training and training management.
6.2. Formulate regulations and detailed guideline/instructions on graduate teaching and studying, and provide guidance in their implementation.
6.3. Prepare documents and act as secretariat in the School’s Councils for approval of academic positions and titles.
6.4. Archive and manage academic records and study results of learners.
6.5. Consolidate lecturers’ class times.
6.6. Build up and apply information technology in training management.

7. Formulating and conducting Distance Learning Programs, especially MPH program in the short term; organizing and coordinating related specific activities (in cooperation with different departments) including: designing distance training materials, completing administrative formalities with concerned offices, enrolment, conducting classes of Distance training programs, drawing experiences and lessons learned to expand this type of training.

8. Participating in the organization, coordination and management of graduate refresher courses and short courses in accordance to the regulations and targets of Ministry of Health, including: retraining classes of different majors, foreign languages classes, computer skills and informatics courses and administrative management, etc.

9. Participating in the organization and coordination (in cooperation with different departments and projects of the school) of short courses, training conferences, retraining courses for staff members, fellows, etc… within the school’s cooperation programs with domestic and overseas projects: participating in enrolment, study schedule and certificate issuance, if necessary.

10. Cooperating with Department of Scientific Research and International Cooperation in planning international exchanges of graduate studies and making long-term plans for international cooperation, including:  exchanging visitors/scholars, lecturers, students; managing quality training of international students and researchers, if necessary; collaborating with international partners in training.

11. Cooperating with Departments of Under-graduate Programs and Scientific Research and International Cooperation and academic faculties to provide consultancy services in higher education and training (training need assessment, development of masterplan for education and training, course development for specific subjects, course work design, students and faculty exchanges, etc.)
