Introduction

The Department of Health Economics was established in the early 1980 and originally named Department of Health Economics and Health Planning. The mission of department to support the HSPH in training for degree and none-degree on public health and management courses, with several kinds of training as in-school, in-service and distant training, join all the research and training activities in HSPH or other institutions relate to health economics and public health.

 Curriculums

Health Economics course at the MPH level consists of 45 hours of classroom lectures and it needs to cover the basic concepts of financial management as well as health economics. The three modules are:

Module 1: Applied Health Economics

Module2: Financial Management

Module 3: Economic Evaluation of Health Programs and Interventions

All modules have been made as practical as possible, with real life type examples and discussions. Therefore, the emphasis will be on applied aspects, interpretation of results rather than the theoretical modeling of the issues concerned. However, theoretical issues will be discussed to clarify the concepts used and use of the conceptual framework in policy analysis. Regarding the bachelor program (BPH), the School has already decided that the health economics component will have 45 hours of lecture in the fourth year program. In general, will be to emphasize introduction to health system of Vietnam and introduction to basic economic tools used in health system analysis at the undergraduate level.

TEACHING METHODOLOGY:

· Short presentation by lecturers/facilitators, handouts were provided.

· Group discussion and other active learning techniques.

· Discussion and presentation of different articles in the health sector. The lecture notes relevant for the course have also been copied into the system. The lecture notes and exam questions should be adapted to Vietnam situations before being used at the HSPH.

 
EVALUATION:

In terms of evaluation of students, the method of evaluation should be different for different modules of the course. For the first module, the evaluation should test the theoretical knowledge and understanding of the tools of economic analysis. In the second and third module, the emphasis should be on the interpretation of results and ability to draw conclusions from data. - Tests and examinations: Evaluation before and after classes (pre-test and post-test), multiple choice questions, case studies...- Evaluation procedure: Final grade will be based on process evaluations and result of the tests and final examination weighted .

In progress: - “Using DALYs Concept in measurement of burden of diseases in Vietnam”. The DSS Chi Linh dist., Hai Duong province is selected to be field site. Approved by MOH, 2003. (in collaboration with other departments).
