A. Functions:
Advising the School Leadership and managing the research activities, international cooperation and courtesy protocol of the School.
B. Duties and Tasks:
1. Duties:
- Research management:
+ Functioning as a focal point in forecasting and formulating strategic orientations of public health science and technology.
+ Directing the implementation, monitoring and evaluation of research activities and their integration with training activities.
- International cooperation:
+ Formulating orientations, strategies and plans for international cooperation
+ Attracting foreign aids
+ Cooperating with other countries and domestic/international organizations to invest in public health science and technology.
+ Supervising the implementation of the school's international cooperation plan.
+ Provide managerial and technical guidance to the units of the School involved in international cooperation activities.
2. Tasks in research management:
2.1. Formulating regulations and procedures for the School's research activities in compliance with the State management of scientific and technological activities and Ministry of Health's regulations on scientific and technological activities in public health; making sure these research regulations and procedures are implemented correctly throughout the School and working with relevant functional departments to solve problems that might arise herewith.
2.2. Leading the supervising, management and evaluation of the implementation of research activities; proposing to the Dean necessary adjustments and/or modifications to the contents or modes of research cooperation as required by real-life situation in the planning duration.
2.3. Acting as the standing member of the School's Council of Science and Technology; monitoring and evaluating the research programs led and managed by HSPH; participating in the Ministerial Councils of Science and Technology at to evaluate research programs at ministerial level but led by HSPH.
2.4. Participating in the approving process of awarding academic titles and distinctions, principal lecturer, senior lecturer, people's teacher, meritorious teacher, and approval for awarding medal, certificate of merit.
2.5. Spearheading the organization of annual conferences and workshops on science and technology, the youth's science and technology, periodical and extraordinary scientific/academic symposium, seminars, information dissemination meetings in order to disseminate updated information on science and technology in public health.
2.6. Organizing the compilation, editing of the School's publications on science and technology.
2.7. Providing technical assistance to the Vietnam Public Health Association in scientific information management and exchange throughout the country.
2.8. Working with the Departments of Undergraduate and Graduate programs and the, Field Coordination Office to integrate research activities and findings into training activities effectively.
2.9. Working with the Human Resource Department in management and development of human resources for scientific research.
3. Tasks in International Cooperation:
3.1. Proposing ideas, formulating orientations and contents of international cooperation activities of the School.
3.2. Preparing necessary documents for School's Leadership to exchange, contact, inform, recommend, and sign with countries and international organizations; organizing meetings, working sessions with international delegations and signing ceremonies.
3.3. Supervising and reporting on the implementation of international cooperation programs.
3.4. Acknowledging, processing and archiving documentation relevant to international cooperation activities, as well as documents sent by foreign individuals and organizations under the direction of the Dean.
3.5. Formulating rules, regulations and procedures of international cooperation activities in compliance with diplomatic protocol stipulated by the State and regulations of the Ministry of Health on international cooperation.
3.6. Ensure the completion of all formality for foreign delegations to enter the country as planned and in compliance with Government provision.
3.7. Working with the Department of Human Resource to ensure best conditions for foreigners who are working, studying and conducting research at the School as set out in the cooperative plan.
3.8. Transacting with individuals, agencies, international organizations to fulfill the tasks in international cooperation.
3.9. Maintaining productive contacts with the Ministry of Health's Department of International Cooperation
