Introduction

The School conducts research both for pure scientific pursuit and as a part of its academic training. Findings of many of these research projects have been appreciated by national health policy makers and acknowledged for their importance by the international colleagues. The School's research projects have attracted the participation of many other organizations and individuals through various systems and programs, most outstanding of which are:

· The Ethical Review Board for Biomedical Research of Hanoi School of Public Health  was established under the Decision Number 645/QĐ-YTCC - 07/1//2003 (Formation of Ethic Council) and Decision number 284/QĐ-YTCC - 16/6/2004 (addition of member for Ethic Council) of Dean of Hanoi School of Public Health 
 · Term of duty: 4 year.
· Ethic Council composition: 1 Chairman, 6 official members (1 official member from community – represent for rights and interest of research participants), 2 alternative members and 2 secretaries.

                                                  THE ETHICS IN BIO-MEDICAL RESEARCH COUNCIL 
                                  (Issued by Decision 491/QD-YTCC of September 24, 2004 of the Dean of HSPH)
(EXCERPTS)
Article 1: Every bio-medical research that is sponsored, managed, conducted or participated by the Hanoi School of Public Health must be filed with the Ethics in Bio-Medical Research Council of the School (EBRC from now on) for ethical consideration, monitoring and evaluation. Filed research shall be allowed to start only after being granted in writing by EBRC[1].
Article 2: Bio-Medical research regulated by this bylaws includes studies in pharmaceutics (modern pharmaceuticals, pharmaceutical materials, traditional pharmaceutical formulas), biological products (vaccines and others), drugless treatments, medical equipment, radiation treatment and imaging, procedures, surgery, bio-samples (blood, pathological samples, mother's milk), epidemiological, social and psychological surveys conducted on human being. From now on, these kinds of research will be called bio-medical research (BR).

Artical 8: Consideration of the filed research
BRs are considered by EBRC by conventional or fast tracks. BRs that are not categorized in Articles 1, 2 and 5 of this Bylaws should submit a waving application or a request for being considered by a higher authority.
This Bylaws of EBRC is available in the Information and Library Center and at any Department/Office of HSPH.

    RESEARCH MANAGEMENT REGULATIONS
    EXCERPTS FROM THE RESEARCH MANAGEMENT REGULATIONS
    OF THE HANOI SCHOOL OF PUBLIC HEALTH
    (Attached to Decision 561/QD-YTCC, signed by the Dean on 6 October 2003)

    Article 6: Clearance of Research Outlines and Project Plans
    Before conducting any research of any scale and scope managed by the Hanoi School of Public Health, the research itself must get a clearance of the School’s Research Clearance Council.
    Article 7: Controlling the Progress of Researches and Projects
    Units and individuals in charge of researches and projects must ensure things are done as scheduled in their Plans and in compliance with every rules and regulations concerning research management of the School.
    Article 8: Evaluation of Researches and Projects
    Researches are acknowledged as completed only after having evaluated and accepted by the Research Commitees at their levels. Projects are acknowledged as completed only after having evaluated and accepted by the counterparts/donnors.
    Article 9:  Registration and Announcement of Research Findings

          1.       Research Directors have the obligation and right to register the results of their researches with the National Scientific and Technological Information-Materials Center (Ministry of Science and Technology)
    2.       Teachers and staff of the School with Masters degrees and higher must have at least one article published on the School’s professional bulletins or publications.
    3.       Every research managed by the School, having accepted, will be archived in the Information and Library Center of the School (full texts of reports and electronic files; tools set for data collection; data in the formats of EPIINFO/SPSS/STATA...; and tables of variable codes)

    Article 12: Research File Management (originals archived at the Department of Research and International Cooperation): 3 categories of files:
    1.       Researches managed/conducted by the School
    2.       Researches conducted in cooperation with partners outside the Schools
    3.       Projects with Foreign Investment

    Article 14: Reward and Discipline regarding Research Operations
    Research is one of the evaluative criteria applied to teachers and staffs. The Research Commitees (grassroot level researches) or the Science and Education Council will decide on reward and discipline regarding research operations. HSPH Research Management Regulations are available at the School’s Information and Library Center or at any other Department and Office. Forms are updated and archived at the Department of Research and International Cooperation, as well as at the HSPH website.
